Yes, just login, add a regular horse ad that describes the horse wanted, and check the HORSE WANTED checkbox in the ADD HORSE screen.  Although you cannot input every option you might want, you can fully describe what you want in the body of the ad. Just be sure to put something in all of the required fields.   You can use asking price to put an approximate price you would like to pay or you can just enter $1.
